A $25 million refinery signs into Kyrgyzstan’s fuel gap
The cabinet signed an investment agreement on 20 July with the company Central Asian Energy to build and operate a refinery in Kochkor-Ata: $25 million, capacity above 450,000 tons of products a year, with a first stage due by the end of 2026. Construction has already begun.

Daily consumption hit 293.4 million kilowatt-hours on 17 July, 7.6% above last summer’s maximum, and the energy ministry counted five consecutive record days through the weekend. By decree on 18 July, President Mirziyoyev appointed Rustam Juraev chairman of the State Security Service of the president and promoted him to lieutenant general. Alisher Usmanov, a career officer who shares his name with the Russian-Uzbek billionaire, was released from the post. The announcements gave no reason.
Rusal exploring $20 million cable and wire plant in Mongolia
A proposed plant near Ulaanbaatar would produce 4,500 tonnes of cables and conductors a year using Russian aluminium wire rod for Mongolia’s domestic market, Central Asia Wire has learned.
Tashiev rules himself out of 2027
Two weeks after a suspended sentence ended Kyrgyzstan’s ruling tandem, the former security chief said he will not run for president in 2027 and will back Sadyr Japarov, in a statement circulated on the evening of 16 July.

In a single day the Tajik president appointed new deputies at the National Bank, the energy and water ministry, transport, customs, the pensions agency and the state industrial-export bank, with digitalization written into their mandates. Two lines tripped, and Kyrgyzstan went dark at 40 degrees
Just after 14:00 on Friday, the 220 kV lines running Kara-Balta to Glavnaya and Glavnaya to Shu disconnected at once, and automatic load shedding cut power to most of Bishkek and to districts across four regions at the peak of a 40-degree afternoon. Supply was largely back by late afternoon; the cause of the double trip is being established.
The strike wave reaches the province of Kazakhstan’s Gulf terminal
US forces announced another large-scale overnight wave of strikes on Iran, and the morning’s imagery includes a destroyed bridge in Hormozgan province, with fatalities reported. Hormozgan is where Bandar Abbas stands, and Bandar Abbas is where Kazakhstan signed its 27-year terminal lease three weeks ago. The war is now taking apart the infrastructure around the bet.

The World Artificial Intelligence Conference opened in Shanghai on Friday, four days, more than 140 forums, over 1,100 companies, with Xi Jinping billed to deliver the opening keynote and a high-level forum on global AI governance as the first day’s main event. Uzbekistan’s heat emergency goes national
What began as kindergarten closures in Karakalpakstan is now a country-wide footing: all regions have stepped up the watering of trees and greenery on the ecology committee’s orders, closures have spread to Khorezm and parts of Navoi, and Surkhandarya has restricted daytime truck movement. The +44 to +46 warning runs through Friday, and the grid has already set its record.
The border that fought two wars gets its first survey posts
Kyrgyzstan and Tajikistan have begun installing the first demarcation posts on their 1,008-kilometer border, starting where their frontiers meet Uzbekistan’s. In 2021 and 2022 this line produced two shooting wars. The concrete now going into the ground is the physical end of a process the two presidents signed on paper in March 2025.
One day of $84 oil moves the tenge and cannot move the som
Kazakhstan’s official dollar rate dropped from 477.11 to 468.88 tenge on Wednesday, a 1.7% strengthening in a single daily fixing, the day after Brent settled at $84.73. Kyrgyzstan’s som stood at 87.45, where it has stood for a month, nine interventions and a billion dollars deep. The same oil price flows into both economies; only one exchange rate is allowed to say so.
An Armenian court clears the runway for the grid takeover
The Administrative Court has refused to accept Tashir Capital’s lawsuit against the government concerning 70% of the shares of Electric Networks of Armenia, the infrastructure ministry announced on Tuesday. The refusal lands days before the government is due to declare the company an overriding public interest, and it closes the owner’s last visible domestic avenue.
Kazakhstan’s new parliament costs $72 million before a single vote
The government has allocated 34.3 billion tenge, about $72 million, from its reserve fund to run the 23 August elections to the Kurultai, the single-chamber parliament created by the July constitution. It comes from the reserve because last year’s budget could not foresee the institution it is now paying for.

Kazakhstan joins the mediation body China built in Hong Kong
Foreign minister Kosherbayev signed the convention of the International Organization for Mediation in Beijing on Monday, making Kazakhstan a member of the first intergovernmental body dedicated to mediating international disputes. It is headquartered in Hong Kong, it was launched by China in 2025, and its membership list is the point.

Karakalpakstan shuts kindergartens as Uzbekistan braces for +46
Uzhydromet has issued an extreme heat warning for 13 to 17 July, with temperatures up to +44 to +46 and dust storms in places. In Karakalpakstan, the country’s driest region, cities and districts began suspending kindergartens on sanitary officials’ orders. The heat is a weather story for a week and an infrastructure story for longer.
