Geladze announced the move on social media: after consultations with the political team, he said, he would continue in another agency, ‘where I will serve the interests of our country with full responsibility, as before’; Interpressnews carried the statement at 12:35. Kobakhidze announced the new posts at a briefing, and Novosti Gruzii had them at 14:57: Borashvili, deputy head of the service since September 2025 and before that head of its state security department, to the top; Geladze to the interior ministry as a deputy minister.
The service has had three heads in a year. Mamuka Mdinaradze ran it from September 2025 until April, moved to the government as a deputy prime minister, and announced two weeks ago that he was leaving politics, Novosti Gruzii’s account says; Geladze, interior minister from May 2025, took the service on 28 April.
The same weekend thinned the finance ministry: on Saturday the heads of its Revenue Service and its Investigation Service both left their posts, Interpressnews reported at 19:15, with no reason given in the report.
Kobakhidze called Borashvili ‘an outstanding professional, distinguished by honesty and decency’, per Novosti Gruzii. Neither account gives Geladze’s reason.

Borashvili is the first head in two decades to have come up inside the service, Kobakhidze said. Geladze returns to the ministry he left in April one rank down, a demotion in Novosti Gruzii’s description.
