Two ex-GKNB officers held on corruption suspicion as Japarov replaces his frontier chiefs

A Bishkek court ordered a month in custody on Saturday for Kurbanbek Avazov, first deputy chairman of the State Committee for National Security until February, and Kanybek Dosmambetov, the former health minister who ran its Jalal-Abad directorate, both suspected of corruption under article 336. On Friday Sadyr Japarov replaced the heads of the customs and border services, and on Monday he said about 15 of their officers were in custody.

The Pervomaisky district court of Bishkek chose custody on 10 October for Avazov and Dosmambetov. Both were taken to the city’s SIZO-1 remand prison for a month, the Bishkek city court’s press service confirmed to Kaktus. Investigators suspect Dosmambetov under part 1 of article 336 of the Criminal Code, corruption, and Avazov under part 2, the same act committed in the interests of an organised group or a criminal community or causing grave harm, Kaktus reported on Sunday.

Officers of the Military Prosecutor’s Office detained the two on Friday, with the interior ministry taking part, the Prosecutor General’s Office said. The Military Prosecutor’s press service told Interfax on Saturday that the two “are accused of taking a bribe” and that the investigation had “established facts of money received from business entities and abuse of official position”.

Both were taken to the city’s SIZO-1 remand prison for a month, the Bishkek city court’s press service confirmed to Kaktus.

On Saturday the Prosecutor General’s Office said the case had turned up bribes on an especially large scale from entrepreneurs and abuse of office. It published a video of the money being returned, by its account: Dosmambetov’s lawyer takes a package of cash from a bag and hands it to a man who confirms the money is his, $150,000, which the office says Dosmambetov had earlier received from the entrepreneur under threat of a criminal case. The office asked that the detentions not be politicised.

Article 336 of the Criminal Code of 28 October 2021 defines corruption as a deliberate act that creates an unlawful and stable link between officials holding power and individuals or groups for unlawful gain. Part 1 carries 10 to 12 years in prison with confiscation of property and a ban on holding office, in the code’s edition of 24 July 2026. Part 2 reaches 15.

By Monday morning none of Kaktus, 24.kg, Vecherny Bishkek or Open.kg had carried a comment from either man or a lawyer for them. Open.kg and Vecherny Bishkek ran headlines calling the two associates of Kamchybek Tashiev.

Avazov headed the committee’s Anti-Terrorist Centre, was its deputy chairman from December 2024 and its first deputy chairman from 1 December 2025. He was relieved on 10 February 2026, the day Tashiev resigned as chairman and several deputies left with him, Kaktus and Economist.kg reported.

Dosmambetov ran the committee’s Jalal-Abad regional directorate from 2023 to 2025, according to Vecherny Bishkek, became acting health minister on 1 December 2025 and minister after that. He resigned on 24 February 2026, writing that he left of his own accord, and Damirbek Osmonov took the ministry, Economist.kg reported.

The arrests came in the week the president moved on the frontier. On Friday evening Japarov relieved Almaz Saliev as chairman of the State Customs Service and appointed Ulan Kimsanov, and replaced Abdikarim Alimbaev at the head of the Border Service with Daniyar Satimov. No reasons were given officially, 24.kg noted.

On Monday morning, in Leilek district of Batken region, Japarov told residents that about 15 customs and border officers had been detained on suspicion of aiding smuggling after the GKNB filmed them with hidden cameras. “Every day it went like a conveyor: a driver came in, one customs officer took the money and put it in his pocket, then a border guard did the same,” he said, 24.kg reported from the meeting. A GKNB representative at the meeting confirmed the detainees were in custody. No article of the code and no names were given.

Japarov put his own figure on the frontier at the same meeting: customs collected about 30 billion som when he came to power and collects 160 billion now, with import and export volumes about the same. “Before, the money went into smugglers’ pockets,” he said. The figures are his own, with no year attached beyond his coming to power.

In one week two senior figures of the service Tashiev ran until February went into pre-trial custody, the two services that police the frontier got new chiefs, and their officers were filmed by the committee Tashiev used to head. No official text links the three moves: the court’s order, Friday’s decrees and the Leilek remarks each stand alone on the pages CAW read. What the public record does not yet hold is the date and the counterparty of the $150,000 episode, the act imputed to Avazov beyond the article’s part 2, whether the two men are held in one case or two, and the article under which the 15 officers sit in custody.

The custody order runs to 10 November, three days before nominations for the presidential election of 27 January 2027 close on 13 November, and by early October the Central Election Commission had received no applications, 24.kg reported on 5 October. Tashiev has not commented on any of the pages CAW read by Monday morning.
