Rahmon extends Tajikistan’s moratorium on business inspections to 1 January 2029

Emomali Rahmon told entrepreneurs and investors on 14 October that the moratorium on inspections of businesses runs two more years, to 1 January 2029, with tax inspections excepted, and that business registration, permits and licensing must move online by the end of 2027, Asia-Plus reported from his press service.

The president announced the extension at the Entrepreneurs’ Day meeting in Dushanbe on Tuesday, Asia-Plus reported at 15:56 Dushanbe time, citing his press service. Its predecessor ran from 10 January 2025 to 1 January 2027, and the new term carries the ban on inspections to 1 January 2029, with the tax authorities’ checks the one exception.

Two deadlines came with it. Registration, permits and licensing are to be available electronically by the end of 2027, and the government has three months to draw up a plan for digital entrepreneurship, to be implemented from 2027, Rahmon said.

Its predecessor ran from 10 January 2025 to 1 January 2027, and the new term carries the ban on inspections to 1 January 2029, with the tax authorities’ checks the one exception.

By the figures he read out, Tajikistan has 395,000 business entities, 20,000 more than a year earlier, and the private sector accounts for about 70% of GDP and employment and more than 80% of tax receipts. GDP reached 177 billion somoni in 2025 with real growth of 8.4%, and growth ran at 8.3% in the first nine months of 2026, by his account.

The targets for 2030 are to double exports of processed goods and to lift lending for production above 40% of the banking system’s loan book. Women run 110,000 businesses, 28% of the total, and borrowed 7.2 billion somoni in nine months, 29% more than a year earlier, the meeting was told.

Rahmon arrived in Baku the same evening for the CICA summit, Khovar reported at 19:13. The inspection moratorium’s instrument, a decree or a law amendment, is not named in the press service’s account.
