Presidential decree No. 1917, signed by Serdar Berdymukhamedov on 5 August, took effect on Monday: the duty-free allowance for fuel in the tank of a vehicle crossing out of Turkmenistan falls from 300 to 150 litres, and the charge per excess litre rises from 20 to 30 manat, about $1.50 at the market exchange rate turkmen.news applies. turkmen.news frames it as a move against fuel smuggling: domestic prices sit far below international ones, resale of tank fuel has grown with the regional squeeze, and station workers have been imposing informal limits and surcharges of their own, per the same account.

For a driver leaving with a full 300-litre tank the arithmetic is short: the second 150 litres now cost 4,500 manat at the border, about $225 at the same rate. The decree lands in a week when petrol is rationed in Ulaanbaatar and price-capped in Bishkek.
