The readout from the prime minister’s office says Pashinyan emphasised that restrictions on the export of goods of Armenian origin to the Russian market contradict the Armenia-Russia legal framework and the regulations of the Eurasian Economic Union. Armenpress carries the same formulation at 20:10 on 27 July. Neither text says who placed the call.
The restrictions run wider than dairy and start earlier. Since 12 June Rosselkhoznadzor has restricted the import of all quarantine-regulated products from Armenia, and their transit through Russia to other EAEU member states. The Moscow Times lists fruit and vegetables, flowers, fish and alcoholic drinks among the goods affected, and puts Russia at about 35% of Armenia’s foreign trade last year.
The dairy measure took effect on 27 July, citing violations found in inspections between 14 and 21 July. Armenia earned $16.4 million from cheese exports in 2025 and $13.5 million of that came from Russia. Armenia’s Food Safety Inspectorate said on 24 July that the joint inspection of four plants found no evidence that milk from diseased animals or imported raw material was used.
The Eurasian Economic Union has a commission and a court built for exactly this dispute. Whether Yerevan uses either is the thing to watch. The desk found no filing reported, and the commission’s own news page was serving an April 2025 cache when we checked, so that is a gap in the record rather than a finding.
Pashinyan took the question to the one person who can lift the measures by instruction, and that choice is itself a statement about where the rules of this union actually sit.
