Uzbekistan’s statement to the UN General Assembly goes to Saida Mirziyoyeva, the head of the presidential administration, a year after the president gave it himself

Saida Mirziyoyeva, head of the Presidential Administration, will speak for Uzbekistan in the general debate of the 81st General Assembly, which runs from Tuesday to Saturday and on Monday 28 September, Gazeta.uz reported on Tuesday, citing its sources. She met the UN Secretary-General, António Guterres, on the session’s sidelines on Monday, the state daily Yangi O’zbekiston reported at 08:15 on Tuesday; a year ago the 80th session’s debate heard President Shavkat Mirziyoyev.

The general debate is the one rostrum of the year at which a state’s most senior available figure speaks for it. The choice of speaker is read as a statement in itself. In 2025 the president spoke; the sources’ account puts the administration’s head at the rostrum in 2026, and president.uz carried no announcement of the speaker by Tuesday evening.

The state daily’s account of the Guterres meeting gives the title, “head of the Presidential Administration of Uzbekistan”, and the agenda in one sentence: the parties “discussed the key lines of interaction between Uzbekistan and the UN, and questions of the further development of cooperation”. Gazeta.uz’s photograph of the meeting places Komil Allamjonov and the permanent representative to the UN, Ulugbek Lapasov, beside her.

The choice of speaker is read as a statement in itself.

Mirziyoyeva’s rise through the presidency’s own apparatus has been the year’s steadiest personnel line in Tashkent; the General Assembly slot moves it from the domestic record to the international one, in the week Erdoğan, Armenia’s foreign minister and the Central Asian delegations are in New York.
