The decree relieves Karin of the State Counsellor’s office, the advisory role he had held since June 2022, and installs him as first deputy head of the presidential administration. It is an established senior post, held in early 2025 by Darkhan Satybaldy and earlier by Timur Suleimenov. Karin now sits under Roman Sklyar, the former first deputy prime minister who has run the administration since May.
Karin carries real weight in the system. He is the chief author of the “Just Kazakhstan” doctrine and one of the drafters of the constitutional package that takes force on 1 July. The timing is the point. On 1 July the bicameral parliament dissolves. A unicameral Kurultai of 145 deputies, elected entirely by party list, arrives in August. A presidentially appointed People’s Council gains the right to initiate laws, and a vice presidency with a formal role in succession returns. Moving Karin into the apparatus a day before all of this places him at the controls for the transition and the vote that follows.
That revives a question analysts have circled for months. Carnegie and others have named Karin among the figures who could fill the new vice presidency, the office most likely to be used to test a successor. Two readings sit on the table, and the move settles neither. One reading: command of the administration is real power, an upgrade from advisory weight, and a logical staging post. The other reads the move as a holding slot under Sklyar rather than a step up. CAW does not pick between them. The test is conversion: whether the vice presidency is filled after the August vote, and by whom.
Two things to watch from here. Who takes the now-vacant State Counsellor’s chair, and with it the ideology brief. And whether Sklyar at the top with Karin beneath him means the administration intends to run the Kurultai campaign directly rather than at arm’s length.
