Tengrinews carried Murat Mukhanov's appointment at the emergencies ministry at 11:31 Astana time. By 13:48 Kursiv had the whole list: 5 deputy prime ministers and 19 ministers, all but 3 of them reappointments.
Nurlybek Nalibayev stays first deputy prime minister. Kanat Bozumbayev and Galymzhan Koishybayev keep their deputy posts, Serik Zhumangarin his at the national economy ministry, Zhaslan Madiyev his at the ministry of artificial intelligence and digital development. Yerlan Akkenzhenov stays at energy, Madi Takiyev at finance, Dauren Kosanov at defence, Yerzhan Sadenov at the interior.
The 3 changes came in 2 instalments. Mukhtar Tleuberdi took the foreign ministry from Yermek Kosherbayev on Wednesday. On Thursday Arman Kyrykbayev took culture and information from Aida Balayeva, and Mukhanov took the emergencies ministry from Chingis Arinov, who had held it since February 2024.
Both new names come from inside the machine. Kyrykbayev, born in Astana in 1976, ran the presidential administration's communications department from March 2024 and has been the president's assistant for internal policy and communications since February 2025; before that he served in the foreign and culture ministries and as deputy akim of Karaganda region and of Almaty, Informburo's biography says. Mukhanov, born in Mangystau region in 1985, has worked in civil defence since 2002, ran the Mangystau emergencies department from 2020 and became head of his ministry's apparatus in June, Tengrinews and Vlast report.
Balayeva's move was already on the record. On 31 August, the day Bektenov and vice-president Yerlan Karin were appointed, she became deputy chair of the Security Council. Where Kosherbayev and Arinov go next has not surfaced in the reads.
The Kurultai had a part before the signatures. Its committee on international affairs, defence and security agreed Mukhanov's candidacy on Thursday morning, before the decree, Tengrinews and Vlast report; whether every portfolio went through a committee is not in the reads. The decree remains the president's act.
Both new names come from inside the machine.
The clock that mattered ran from Bektenov's appointment on 31 August: 10 days, to 10 September. It closed on the fourth. The promise Tokayev made on 23 August, a prime minister and a vice-president within a week or ten days, was kept on 31 August, 2 days before its outer edge.
Kazakhstan's parliament first sat 6 days ago; its government, in 21 names of 24, is the one Bektenov led before the vote.
