Tokayev and Oman’s Sultan adopt a joint statement and eight documents, none with a sum

Kazakhstan and Oman exchanged eight intergovernmental and inter-agency documents and adopted a joint statement after talks in Astana on 6 October, Akorda said as Kazinform carried it at 15:21, from investment protection and air services to a joint fund of Samruk-Kazyna and the Oman Investment Authority. No sum appears on the page. A settlement on the Dunga oil field, signed a day earlier, awaits Oman Oil’s signature.

A row of oil pumpjacks on flat steppe at dusk, the nearest one lit amber and the rest in shadow.

The list, as Akorda printed it: an agreement on the promotion and mutual protection of investments, an air services agreement, an agreement to create a joint investment structure between Samruk-Kazyna and the Oman Investment Authority and a second between the two on the main terms of the Blue City Rixos project, a memorandum between the two finance ministries, an agreement between Atameken and Oman’s chamber of commerce to create a business council, a strategic cooperation agreement on exploration between KazMunayGas and OQ Exploration & Production, and an agreement on the Eurasian Development Bank’s presence in Oman. The eight documents carry counterparties and no sums.

Tokayev called the first visit of an Omani ruler to Kazakhstan a historic event in the narrow-format talks, and Haitham bin Tariq Al Said invited him to Oman, by the same readout. Tokayev awarded the Sultan the Altyn Kyran order and received Oman’s highest state award, Kazinform reported in the afternoon.

The eight documents carry counterparties and no sums.

The Dunga settlement signed in Astana on Monday belongs to the same visit. Energy minister Yerlan Akkenzhenov and Dunga Operating’s director general Nurzhan Abdirakhmanov signed an agreement settling the disputed questions under the field’s production sharing contract, with the authorised body PSA LLP and KazMunayGas present, and the document goes next to the consortium’s foreign partners, Oman Oil Company Limited and PTTEP Corporation, for signature, the energy ministry said as Kazinform carried it at 13:56 on 5 October. It closes a dispute of many years over the recoverability of some of the contractor’s historical costs, provides an agreed financial compensation to Kazakhstan, with no figure printed, and opens a field development plan for 2026 to 2039 with output of 67.4 million barrels.

The visit’s paper trail ends where it began: a joint statement “defining the further vector” of relations, eight documents with named counterparties, one settlement with an unnamed compensation and two foreign partners still to sign. The fund’s size, the Blue City Rixos terms and the exploration areas have not been published.
