Rahmon's 35-year ledger runs in somoni: GDP up 100 times, budget revenue up 250 times, energy independence in 2027

In his address for Tajikistan's 35th independence day, published by Khovar at noon on Tuesday, Emomali Rahmon put GDP at 177 billion somoni in 2025 against 1.8 billion in 2000, state budget revenue at 65 billion somoni this year against 252 million, and the arrival of "energy independence" at the third Rogun unit in 2027. The multipliers are nominal sums in somoni; the dollar ledger the World Bank keeps reads $17.6 billion of GDP, and remittances at 47.9% of it.

Rahmon's 35-year ledger runs in somoni: GDP up 100 times, budget revenue up 250 times, energy independence in 2027

The address runs the country's 35 years as a set of multipliers. Gross domestic product "rose from 1.8 billion somoni in 2000 to 177 billion somoni in 2025, almost 100 times"; state budget revenue "from 252 million somoni in 2000 to 65 billion somoni in 2026, more than 250 times". Both are nominal sums in somoni.

The energy line carries a date. "I am fully confident that with the steady continuation of the plant's construction and the commissioning of its third unit in 2027, Tajikistan will reach the goal of fully supplying the population and the national economy with electricity, that is, energy independence," the president said of Rogun. The finance ministry's 2026 plan, presented in February, puts unit 3 at September 2027 and unit 6 at 2029; the dam stood at 151 of its 335 metres at the last published count.

The dollar ledger is kept elsewhere. Asia-Plus's retrospective on Monday, drawing on the World Bank, puts nominal GDP at about $17.6 billion, GDP per head at about $1,400 and remittances at about 47.9% of GDP in 2025. The Agency for Statistics gives 2025 output as about 176.9 billion somoni and growth as 8.4%. Industrial production was about 66.7 billion somoni, up more than 22% in a year; household money income about 165 billion somoni; the average monthly wage about 2,767 somoni.

Both are nominal sums in somoni.

Two of those figures feed the president's multipliers: growth of 8.4% is 2025's contribution to the 100-fold line, and the 22% rise in industrial output sits inside it. The remittance share is the World Bank's line, and it measures the same economy from the other side: transfers from workers abroad equal to nearly half of the GDP the multipliers count.

The address also sets a target for the rest of the year: "the creation of a further 500 industrial enterprises and workshops is planned by the end of the year". The morning's item on the Salosa refining line carried the other side of the energy ledger, from the Antimonopoly Service. Imports of oil products in 2025 came to 1.21 million tonnes for $959.3 million, about 84% of it Russian.

The holiday falls on Wednesday. The parade was held on Monday, with more than 27,000 troops on Istiqlol square by Khovar's count, and the third Rogun unit is now the date the president has attached to the words energy independence.
