The court answered a formal request from Tokayev himself. Its normative ruling holds that having held an office under the 1995 constitution is no obstacle to being elected under the 2026 one, and that any election after 1 July 2026 counts as the first. The document went up on the government platform on Tuesday. The count is back to zero.
Tokayev built New Kazakhstan on the opposite promise. After the January 2022 unrest that left 238 dead, he introduced the single seven-year term and said that year he had no plan to reset his tenure, that such intentions did not and would not exist. He has run this play before. A milder overhaul in 2022 let him start a fresh seven-year term four years into the job, through an early election. The loophole was visible again in March: the new constitution let him put the reset to the court he appoints and have it read into law. Kazakhstan's court did for Tokayev in 2026 what Russia's did for Putin in 2020.
The new constitution also brought back the vice presidency, presented as a tool for orderly succession. The reset now sits next to it. For 2029 the open question becomes whether Tokayev leaves at all, or stays while a chosen deputy waits. He keeps both doors open.

Tokayev has not said whether he will contest 2029 or leave early through the vice presidency. The ruling makes that call his alone, free of the limit he authored. Watch whether the deputy he names looks like an heir or a placeholder, and whether the reset draws the public reaction he spent four years working to avoid.
