Japarov needs no new language test as a failed hopeful reports a night with the police

Sadyr Japarov will not have to sit the state-language test if he stands on 27 January 2027, because the B2 certificate he earned as a candidate in 2020 does not lapse, Kyrgyztest’s head said on Saturday. One of the two hopefuls who failed its written part, ex-financial police chief Syimyk Japykeev, said on Monday he had spent the night at a police station, the police citing noise and drink.

Japykeev said officers could not say why he had been brought in and were waiting for the interior minister to wake up, 24.kg reported on Monday morning. The Bishkek city police department answered within the hour with a statement that names the man only as citizen S. Zh., born in 1977, and that 24.kg reports as the reply to Japykeev.

A call to the 102 line at about 02:11 reported noise from a flat on Dzhamanbaev street, the statement says. The officers found the man heavily drunk, defying lawful orders and swearing, in the department’s description, and took him to police station No. 5 of the Pervomaisky district, where a preliminary check, the stage before any case is opened, has begun.

Japykeev said officers could not say why he had been brought in and were waiting for the interior minister to wake up, 24.kg reported on Monday morning.

Interior minister Ulan Niyazbekov said the situation has no political background and will be examined under the law, 24.kg reported at midday. The police name no article. Nor do the minister’s comment or Japykeev’s own account.

Japykeev and the other failed hopeful, Omurbek Suvanaliev, may retake the written part, Kyrgyztest said on 16 October. The only person to have filed a nomination with the Central Election Commission by Saturday was the businessman Aimen Kasenov, 24.kg reported.

Japarov has not declared. The exemption applies, in the words of Kyrgyztest’s head Batma Topoeva-Stavinskaya, should he nominate himself, and his 2020 results, she said, were very good.

Nominations close on Friday 13 November.
