A working group is to be formed by September, and the commission’s 95th session goes to Turkmenistan. The current water situation in the basin was assessed as favourable. The plan touches the oldest number in the region’s water politics: who took how much, measured by whom. An automated count, if built, would move future arguments from measurement to shares.
