Bishkek signs its second alliance in two days

Kyrgyzstan and Azerbaijan signed a Treaty on Allied Relations at Cholpon-Ata on Friday morning, a day after Bishkek concluded a treaty of the same rank with Tashkent. Two alliances in two days make the lakeshore summit a working one.

Sadyr Japarov and Ilham Aliyev signed the treaty during Aliyevโ€™s state visit, together with a decision of the third session of the two countriesโ€™ Interstate Council. The presidents exchanged top state awards, the Order of Manas, first degree, and the Order of Heydar Aliyev. Japarov said no unresolved issues stand between the two states.

The money moved with the protocol. Aliyev said the Kyrgyz-Azerbaijani Development Fund is to double to $200 million; its capital was raised fourfold to $100 million in 2024, the fund has taken more than 40 project applications, and about 100 Kyrgyz companies work in Azerbaijan. Bishkekโ€™s contribution ran through Karabakh as well: Kyrgyzstan financed a school named for the Manas epic in Aghdam district, which returned to Azerbaijani control in 2020.

The signing sits inside the informal Central Asia and Azerbaijan summit that runs through 1 August. Shavkat Mirziyoyev and Aliyev are in Kyrgyzstan on state visits, Emomali Rahmon arrived on Thursday evening, and Kassym-Jomart Tokayev flew in on Friday morning. Word of Turkmen representation had not reached the wires the desk read by build time.

The Tashkent treaty is already producing administrative fact: the two governments will double the number of crossing points on the common border, and Uzbek citizens gain up to 15 days in Kyrgyzstan without registration. The formatโ€™s calendar is set too. Turkmenistan hosts the next consultative meeting of the regionโ€™s heads of state at Awaza on 8 October, which moves this club from Issyk-Kul to the Caspian shore.
