The programme Armenia's cabinet takes up on Thursday lists partners from Washington to the EAEU for deeper relations, all at once. One of those partners has already put a price on its line: Rosselkhoznadzor is asking for inspection results and a written compliance programme.

The agenda went up on e-gov.am on Wednesday evening: 26 items for Thursday's session, with No 24 reading β€œOn the Government Programme of the Republic of Armenia”. The constitution's article 151 gives a new government 20 days to put its programme before the National Assembly; the parliamentary debate is expected next week, with the vote closing the new assembly's first session.

The text, as carried by news.am, reads like a portfolio prospectus. Armenia will keep working toward signing and ratifying the peace agreement with Azerbaijan. It wants diplomatic relations with Turkey, an open border and at least 2 modern checkpoints on it. EU integration proceeds under last year's law on starting the membership process. And one clause promises deepening of strategic and partner relations with a list that runs through the United States, Georgia, China, France, the EU, the EAEU, Iran, Russia and India, with an SCO membership ambition alongside.

A programme that files EU accession and EAEU deepening side by side declines to choose between them. The choosing is left to the counterparties, and one moved first. Rosselkhoznadzor has demanded that Yerevan hand over sanitary inspection results and a clear programme for meeting the EAEU's veterinary and phytosanitary requirements; Armenia's economy ministry confirms Almaty talks on closer work between its food safety inspectorate and the Russian regulator, and defers the rest.

Pashinyan supplied the frame himself weeks earlier, at a Eurasian Intergovernmental Council session: without a way to implement its fundamental principles, the EAEU β€œwill find itself in a crisis”. The programme now asks parliament to vote deepening with that same organisation into policy of record.

Next week changes the text's standing. Once the assembly approves it, every line, the Baku treaty, the Turkish checkpoints, the EU process, the EAEU clause, becomes the policy Armenia's partners can quote back. The compliance file shows how that works in practice: paperwork first, market access as the variable.
