China’s president will make a state visit to Kyrgyzstan on 31 August and 1 September, the days of the SCO summit. The file named first is the railway.

The Kyrgyz foreign ministry announced the visit after Foreign Minister Zheenbek Kulubaev met Wang Yi. The dates given are 31 August to 1 September, and the central item is the China-Kyrgyzstan-Uzbekistan railway, with trade, investment, industry and agriculture listed alongside it.

A state visit is a different instrument from attendance at a summit. It carries its own signing list and its own bilateral documents, and it puts the host in the room alone with the guest before the multilateral text is agreed.

Bishkek is hosting the SCO’s 25th anniversary summit, which the Secretariat and Kabar both date to 1 September. Preparation is visible: a security coordination headquarters met at Cholpon-Ata on Monday under Security Council secretary Adilet Orozbekov, covering the summit and the World Nomad Games together. Road closures for 30 August to 1 September were announced on 6 July. The SCO Media and Think-Tank Forum opened at the Ala-Archa residence on Monday with about 250 participants from 26 states, organised by Kabar and Xinhua.

That railway has been through a decade of memoranda. The test for 1 September is whether a financing document appears with a number attached to it, and whose currency that number is in.
