Turkmenistan pardons 1,054 prisoners for its 35th anniversary and names none of them

Serdar Berdimuhamedov signed the pardon decree at an enlarged sitting of the Cabinet and the State Security Council on Friday, two days after a Halk Maslahaty that had passed without one. The number sits between the 736 pardoned before the 2024 anniversary and the 1,180 of 2023, by the counts Turkmenportal and Fergana reported in those years.

In the readout the state portal published on Saturday night, the secretary of the State Security Council, B. Gundogdyev, reported on the work of the commission on citizenship and pardons, and the president signed a decree pardoning 1,054 convicted citizens for the anniversary and ordered their timely release from the places of detention. He wished them, in the portal’s words, to serve the country with honest labour, and called such pardons a regular practice for people who have repented.

The readout carries no names, no articles of the Criminal Code and no breakdown by sentence, and none appeared on the portal by Monday morning. Nor is the decree itself numbered on the page.

On Friday night the president also signed a resolution under the migration law giving a group of foreign citizens permission to reside in Turkmenistan, again without saying how many. The holiday runs to Tuesday, and Monday is a day off.

On 23 September the Halk Maslahaty, the council Gurbanguly Berdimuhamedov chairs, had adopted an industrial strategy to 2045 and a concept of neutrality; the pardon came from the president two days later. The airspace closure to Iranian airlines, reported by Tehran on 24 September, had still drawn no line on the state portal by Monday morning.
