The new Centre for Digitalisation of the Fuel and Energy Complex and Implementation of Artificial Intelligence will cover about 106,000 workers, 25,000 of them at Regional Electric Networks and 16,000 at Hududgaz. It is to read metering data from the ASKUE electricity and ASKUG gas systems and identify anomalies and suspicious changes as they occur.
Ten indicators are set for the sector: technological losses, emergency and scheduled outages, receivables, capacity reserves, and completion rates on repair programmes.
The numbers explain it. Network losses run at 17.2%, which is 4.8 billion kWh in six months. About 4,000 accidents occurred in June and July alone, with outages reaching eight to ten hours. Citizens filed 39,220 complaints in the first half of the year.
Against that stand $23 billion of foreign investment attracted to the sector, 9.5 GW of capacity installed and 30 trillion sum spent on modernisation, described as six times the total of the previous 25 years.
Three loss figures are theft rather than physics: 1.4 trillion sum in gas and electricity theft in 2024, 1 trillion 442 billion sum in unlawful gas consumption across 2025 and 2026, and 643.2 billion sum embezzled on the Shurtan gas chemical complex expansion.
Sherzod Khodjayev takes the ministry from Jurabek Mirzamahmudov, who had held it since September 2022. Khodjayev ran the Agency for Development and Regulation of the Energy Market from 2024 and was deputy energy minister from 2019, a post from which Podrobno reports he was dismissed in January 2023 during the energy crisis.
The change was announced through the presidential press secretary’s Telegram channel, and no decree text has appeared on president.uz, whose newest publication was dated 21 July when the desk checked. A reform of management delivered by Telegram is itself a fact about management.
