The draft is on the government’s consultation portal, SOVAZ, Spot reported on Tuesday at 13:59 Tashkent time. It sets the household price of propane at 5,000 soums a kilogram including VAT from 1 November 2026, about $0.42 at the central bank’s rate. Delivery is capped at 1,300 soums a kilogram for LPG-Trade, the subsidiary that Khududgaztaminot set up in September, and for private traders alike.
The subsidy covers three groups: families in the Social Register, families outside it whose income per member does not exceed twice the minimum consumer spending, which Spot puts at 1.43 million soums, and families raising orphans or children without parental care. The compensation is 3,000 soums a kilogram on up to 20 kilograms a month, paid to a social card after the purchase is confirmed, and it runs until 1 January 2030.

The ministry counts about 220,000 subscribers in the Social Register for the scheme and sets aside 158 billion soums for their payments, about $13 million. Khududgaztaminot and the National Agency for Social Protection must link their billing and benefit systems before 1 November.
The draft follows the removal of the exchange price cap, after which propane rose 65% on the commodity exchange in two days, Spot wrote earlier. A separate draft from the construction and housing ministry, published the same day, would index central heating tariffs to inflation once a year from 2028, capped at 10%, with new household tariffs from 1 November 2026 and public discussion open until 28 October.
Neither document has been adopted. Spot’s account of the LPG draft gives no closing date for its discussion, and the resolution’s number and signature wait on the Cabinet.
