"You can see that after the closure of exports the domestic market is supplied," Novak told journalists on Saturday, adding that companies have had no difficulty turning diesel flows back home. His same-day remarks carried a hedge, in the version run by Fontanka: the final shape of the diesel ban is still undecided, held "for some time" while winter stocks build and refineries return from maintenance.

Tajikistan's first-half imports ran 599,500 tonnes with Russia near 90%; its request to Iran for 2.55 million tonnes has so far drawn a framework, with Tehran's oil minister Mohsen Paknejad confirming talks on surplus products and leaving volumes to "logistics conditions".
