Since 10 August the Russian interior ministry has run a service that automatically invalidates a foreign worker’s patent when the monthly tax advance goes unpaid.

The ministry’s press centre described it to TASS as a service for automatic decisions declaring a foreign citizen’s patent invalid in the event of non-payment of the advance. The appeal is administrative and paper-based: go to the territorial interior ministry office that issued the document, carrying the original receipts for the income tax payments. Anyone paying on a migrant’s behalf is advised to enter the migrant’s full name, date of birth and taxpayer number, so that the payment matches the file.

Two dates follow. From 1 October the tax service begins passing migrant income data to the interior ministry. From 1 January 2027 a patent is renewed only if the holder can show income sufficient to support dependants.

The weight of this sits south of the border. Remittances were 46% of Tajikistan’s GDP in 2025, and Uzbek labour migration to Russia is running more than 13% below last year. The failure mode of an automated cancellation is a worker who is out of status before anyone tells him, and who finds out at a document check on a building site.

Asia-Plus in Dushanbe carried it on Wednesday afternoon. The state agencies in Tashkent and Dushanbe did not.
