Mongolia’s Democrats demand a confidence vote on Uchral as the Khural debates the budget

The Democratic Party’s political council asked on Friday that Prime Minister Uchral put a question of confidence to the Khural, party leader Tsogtgerel said, after its first demand, the dismissal of defence minister Batlut, went unanswered. The parliament sat the same day on the 2026 budget rewrite, with votes set for 17:00, and the industry minister said 78,000 tonnes of petrol are contracted from Russia for October.

Tsogtgerel presented the council’s decision at the State Palace while the plenary was running. The council had taken up 2 questions, he said, holding the Mongolian People’s Party’s government to account and the budget debate under way, and it asks the prime minister to bring a motion of confidence in himself. “The ruling party’s internal brawl has become the state’s affliction.” He accused the majority of pinning its quarrel on the Democrats.

He added that during the council’s sitting the prime minister, speaking at the government’s information hour, had signalled that he accepts the Democrats’ demands, the first of them the dismissal of defence minister Batlut, and that the party would check this through official channels. Its faction chairman is to be replaced at a regular faction meeting “in the very near future”.

The ruling party’s internal brawl has become the state’s affliction.

Friday’s plenary was the budget’s: Speaker Byambatsogt listed the amendments to the 2026 budget law, a change to the Budget Stability Law, a new State Procurement Law and the ratification of ILO conventions 81 and 129, and set the votes for 17:00 in one block, ikon.mn reported at 14:57. Without the rewrite, he said, there is no legal basis to raise pensions and civil servants’ pay from 1 November. No result had appeared on ikon.mn’s front by 21:30 Ulaanbaatar time.

Fuel ran through the day as well. Industry and mineral resources minister Damdinnyam told a briefing at the State Palace that a contract has been signed for 78,000 tonnes of petrol from Russia for October, that the country uses about 75,000 tonnes of AI-92 a month and imported about 54,000 tonnes in August and 62,000 in September, and that Russia’s refineries now keep for the home market the AI-92 that only Mongolia and Kyrgyzstan used to buy, Montsame reported.

“The government does not sell fuel,” the minister said, adding that stations refusing to sell at night are being fined and that prices follow the world average of the previous 14 to 25 days. He said the United States had banned diesel exports and China had decided the day before to ban exports of all oil products, a wider reading than the gasoline, diesel and kerosene halt for October that Reuters reported on Thursday.

The vote’s count is the first missing number. After it come the Democrats’ faction meeting and whether Uchral brings the confidence question himself, the defence minister’s fate, and the first October cargoes from Russia against a monthly need of 75,000 tonnes.
