Mongolia signs a ¥158.3 billion JICA loan at 1.1% over 40 years to triple its main airport

Finance minister Z. Mendsaikhan and JICA’s president Tanaka Akihiko signed the financing agreement for the Chinggis Khaan airport expansion on Tuesday, during Prime Minister Uchral’s visit to Japan, MNB reported on Wednesday morning. The loan is ¥158.3 billion at a fixed 1.1% a year over 40 years, with 10 years’ grace on principal. Capacity rises from 1.6 million to 5.2 million passengers a year.

Concluded on 29 September under JICA’s special terms for economic partnership, MNB’s text says, the agreement follows by 6 days the Khural committee’s backing of the draft on 23 September. The expansion covers the passenger and cargo terminals, a heating plant, parking and the engineering infrastructure, and multiplies the airport’s annual capacity by about 3.2. Opened in 2021 on an earlier Japanese concessional loan, the terminal has outgrown its design.

In tugrik the loan is about ₮3.8 trillion at about 24 tugrik to the yen, a sum close to the ₮3 trillion Oyu Tolgoi dividend the finance minister proposed to split last week and larger than the ₮2 trillion deficit in the 2026 budget rewrite.

Opened in 2021 on an earlier Japanese concessional loan, the terminal has outgrown its design.

The terms are the ones the committee heard on 23 September: 1.1% fixed, 40 years, the first 10 without principal payments. CAW’s item of that day put the new terminal at 81,900 square metres, for construction from 2028 to 2033.

Uchral’s visit to Japan runs from 27 to 30 September. On Tuesday he also met the Speaker of Japan’s House of Representatives and spoke of raising the returns on the two countries’ economic partnership agreement, ikon.mn reported at 16:05 Ulaanbaatar time; a readout of his meeting with Prime Minister Takaichi had not appeared on the Japanese foreign ministry’s release index by Wednesday morning.
