The constitutional-legislation committee cleared the draft on Tuesday 22 September under its chair Gulnara Akimbayeva, who reminded the members that the election is set by a resolution of the Jogorku Kenesh, and put it on Thursday’s agenda; the chamber took it in one vote. Eighty-six votes confirmed a date the law had already set. The election commission’s rules take it from here: a candidate’s deposit of 1 million som, 30,000 signatures with the Tunduk digital service accepted, and a campaign that opens in the last days of December.
President Sadyr Japarov took office on 28 January 2021 after the election of 10 January that year; the date his parliament has now confirmed falls a day short of 6 years from that oath. The chamber’s resolution names no candidate; what it names is the machinery: the fourth Wednesday, the commission, the calendar.
Kasymaliev’s week is in China. Li Qiang, on Xinhua’s account, said China would “promote two-way trade and investment, advance the construction of projects including the China-Kyrgyzstan-Uzbekistan railway and the modernization of ports”, implement the outcomes of the Chinese president’s state visit, and widen cooperation in artificial intelligence, the digital economy, green energy and finance. Kasymaliev answered with the one-China principle and support for “the four major global initiatives, the World Artificial Intelligence Cooperation Organization and the International Organization for Mediation”, and on Thursday, opening the expo, said he wanted Kyrgyzstan among the founders of the first of those bodies.

Two calendars ran in the same week. The political one is written in the constitution and the election law, and the parliament’s part in it is to read the date aloud; the economic one is written in Beijing, where the railway that will cross the country and the Torugart crossing that Tuesday’s protocols opened to Kyrgyz grain are items on a premier’s list. One got 86 votes and none against. The other had no vote at all.
