The post of 26 August records Tokayev confirming, in a call with Gurbanguly Berdimuhamedov, his attendance at three forums on 7 to 9 October: the consultative meeting, the CIS council and a Caspian Ecological Summit. Published on 9 May and carrying the same order since the spring, the programme post has the Caspian states’ ministers on the sea’s environmental tasks on 7 October, the consultative meeting on 8 October and the CIS council on 9 October, with the foreign ministers meeting on the eve of the summits to agree the final documents. The programme has ministers on the sea, the Tokayev post a summit.
What that summit is comes from outside the portal. News Central Asia, an English-language outlet in Ashgabat, describes it as a meeting of heads of state on the Caspian’s environment on 9 October, alongside the CIS session, and the programme names no such meeting and no day for one. Both posts carry a Tuesday-morning modification stamp, the programme’s at least the fourth since 1 October, and the portal shows the time of an edit and not its content.
The programme has ministers on the sea, the Tokayev post a summit.
Attendance is reported second-hand. Putin will attend the CIS summit in Turkmenistan this week, the Vesti presenter Pavel Zarubin said on Saturday, as Interfax reported, and News Central Asia writes that he reaffirmed his attendance at both the CIS summit and the Caspian summit in a call with Serdar Berdimuhamedov on 22 September. The same outlet carries Iran’s foreign ministry spokesman Esmaeil Baghaei saying President Masoud Pezeshkian will attend the Caspian summit and take part in the CIS council as a special guest.
The Turkmen portal itself names Tokayev and no other guest. Lavrov is due at the CIS foreign ministers’ council on Wednesday, the day the Caspian ministers meet, and Thursday’s consultative meeting is the first formal one since Azerbaijan became a full member of the Central Asian consultative format, as News Central Asia notes. Of the format’s other presidents, Mirziyoyev, Japarov and Rahmon, and of the Caspian’s, Aliyev, none is named on the portal as attending.
The same programme post plans, with no date, a high-level meeting of the region’s states and Afghanistan on the conservation and rational use of Central Asia’s water: the fresh-water agenda shares the page with the sea’s. On the sea’s level there is no fresh official figure: a June survey of Mangystau experts by Lada.kz, the Aktau news site, carried a sea-level reading for May that was 10 centimetres below May 2025 and an area of 357,000 square kilometres according to 2025 research, with the fall expected to slow and continue.
For the sea the week’s test is whether a summit of presidents, named in one post and absent from the programme, produces a document on the sea’s environmental tasks, the programme’s phrase for the ministers’ agenda, and whether the falling level is in it. Of the three days, Wednesday’s is the only one the portal ties to the sea, and the ministers’ readout comes first.
