The date and the venue are Ashgabat’s own words: “Turkmenistan chairs the CIS, and for 9 October of this year a meeting of the Council of Heads of State of the Commonwealth is planned in the Avaza national tourist zone, as well as a Caspian Ecological Summit.” Moscow’s readout of the same call, published at 11:40 on Tuesday, names the CIS summit and “early October” and no venue. The Caspian summit is in the Turkmen version only.
Berdimuhamedov’s side of the call, in the agency’s account, was parliamentary: he “noted the high level of organisation of the voting” in Russia and wished the new Duma “fruitful work for the good of the state and its citizens”, and said cooperation between the 2 parliaments would go on developing. Putin passed “heartfelt greetings” to Gurbanguly Berdimuhamedov, the Halk Maslahaty’s chairman, and the account credits him with “a significant contribution … to the strengthening of inter-state relations”.
The Halk Maslahaty session itself was announced by the Turkmenportal news site on Monday, with delegates from the Balkan, Dashoguz, Lebap and Mary velayats met at the airport and the railway station with bread and salt and taken to hotels for a cultural programme; the sitting “will be held on 23 September in Ashgabat, in the Maslahat köşgi palace”. No agenda was given. Its chairman is the president’s father; its sessions before the independence anniversary have carried awards, pardons and the year’s account of the state.
The Caspian summit is in the Turkmen version only.
Avaza on 9 October will be the summit of Turkmenistan’s year in the CIS chair, held on a Caspian shore that the war-risk insurers’ map of the Black Sea does not reach and that the Middle Corridor’s ships do. What the ecological summit is to decide, and who besides Putin has confirmed, the Turkmen account does not say.
