Serdar Berdimuhamedov greets OGT-2026 with Galkynysh’s fourth phase and the Herat pipeline

The 31st Oil and Gas of Turkmenistan conference opens in Ashgabat on Wednesday 21 October for three days under the motto “Energy. Partnership. Progress.” The president’s greeting, which the state portal published on Tuesday night, names the fourth stage of Galkynysh started in April, the Serhetabat-Herat pipeline at its final stage and the Caspian licence blocks, and gives no figure.

“I sincerely congratulate you on the start of the work of the international conference and exhibition Oil and Gas of Turkmenistan 2026,” the greeting opens, addressed to the participants and dated 20 October on the portal. It counts the event as the 31st and lists the state’s projects in the order the state prefers.

“In April of this year the fourth stage of the industrial development of the Galkynysh gas field was launched,” the greeting says. The Turkmenistan-Afghanistan-Pakistan-India pipeline is named by its full title, “work on the construction of the Serhetabat-Herat gas pipeline is at its final stage”, and “the development of the licensed offshore blocks located in the Turkmen sector of the Caspian Sea is also proceeding successfully”. No volume, no sum and no partner appears in the text.

“I sincerely congratulate you on the start of the work of the international conference and exhibition Oil and Gas of Turkmenistan 2026,” the greeting opens, addressed to the participants and dated 20 October on the portal.

The state paper Golden Age previewed the conference on Tuesday with “delegates from dozens of countries” and “representatives of the largest world companies, such as Baker Hughes, Dragon Oil, Petronas, SOCAR, BOTAŞ and others”, a programme of ministerial meetings, an exhibition and business talks, and two subjects on the table: the TAPI pipeline project and investment opportunities in the Turkmen sector of the Caspian. The organisers are the state concerns Turkmengas and Turkmennebit and the state corporation Turkmengeology with the Turkmen Energy Forum, and the organisers said in July that all exhibition space was booked.

No report of the opening session had appeared on the portal by 09:55 Ashgabat time on Wednesday. Deputy chairman Hojamyrat Geldimyradov spent Tuesday in Dushanbe as Turkmenistan’s representative at the SCO prime ministers’ council, by the Russian government’s list of delegations, and foreign minister Rashid Meredov’s readout of his Samarkand meeting with Marco Rubio on 19 October, published on Tuesday, says the two sides “outlined a schedule of forthcoming significant meetings and political consultations” without a date.
