The promise lands on a rationed market. Dispensing has been capped at โฎ50,000 (about $14) per vehicle, a cap whose rise to โฎ100,000 was discussed and never adopted, and the regime runs to 15 August. Rail deliveries brought 15,158 tonnes in the monthโs first week; the August import schedule stands separately at 270,910 tonnes.

Jet fuel is moving on a second track. Some 1,000 tonnes of Chinese aviation fuel was unloaded at the Zamyn-Uud border depot on Monday with 2,000 tonnes more en route, by the fuel headquartersโ account, six days before COP17 opens in Ulaanbaatar.
Moscow is the first stop of a stated route: Kazakhstan next, then Beijing, on the ministerโs ninth such trip in a year. The standing request to PetroChina for 12,000 to 15,000 tonnes a month remains open.
The claim that rationing becomes unnecessary is now a dated, checkable promise. The cap regime lapses on 15 August, the same Saturday the capitalโs odd and even plates start taking turns.
