The dam's crest has reached the 1,155 m mark, 190 m of a designed 335. More than 49 million cubic metres of material are placed, 61% of the design volume. 8 million came this year. Unit 4 is due by September 2027. That is the schedule S&P priced a week ago when it lifted Tajikistan to B+ and noted the dam still needs another $5.8 billion; the rating and the deadline now share a dependency.

Rahmon's public line stayed on schedule and security: the timely completion of Rogun, he said, is "of vital and strategic importance for Tajikistan" in a period when energy security ranks among every country's priorities. The dam is at 57% of its designed height; the budget is at 74% of its year.
