The arrival came Monday morning, with foreign minister Battsetseg Batmunkh receiving Emomali Rahmon at Ulaanbaatar’s airport, the presidential press service said via Khovar and Avesta. The delegation carries the foreign minister, the president’s foreign-relations aide and heads of line ministries. The first day ran protocol: a friendship tree planted in the capital.
The groundwork is a year old. At the July 2025 Dushanbe summit the two presidents signed a joint statement and a ten-document package, and Khurelsukh noted then that Tajikistan was among the first states to join the International Think Tank for Landlocked Developing Countries, the UN body seated in Ulaanbaatar, inviting Rahmon to the desertification conference his capital hosts from 17 August. This week converts that groundwork or leaves it on paper.
Trade between the two is near zero and the geography is unkind, so the commodity being exchanged is position. Two mountainous states without a coastline are building the institutional layer of the landlocked club, and Mongolia is collecting Central Asian capitals ahead of a heavy season: COP17 in August, the Korea summit in September. The series already runs through Khurelsukh’s Tashkent and Ashgabat trips and the Tokayev and Japarov visits to Ulaanbaatar; Rahmon’s return extends it.
What converts: the list signed on Tuesday, any minerals or water-science line inside it, and the attendance list Ulaanbaatar assembles for August.
