Kyrgyzstan's January election comes with a 1 million som fee that not even the winner gets back

The chairman of the Central Election Commission, Tynchtyk Shainazarov, has set out, in remarks 24.kg published on Friday, how the presidential election of 27 January 2027 will run: a contribution of 1 million som ($11,400) from each candidate's election fund that the budget keeps whatever the result, at least 30,000 signatures with electronic signing through the Tunduk portal allowed, an agitation period from 22 or 23 December, and a vote on a Wednesday instead of a Sunday. Parliament calls the election on 24 September.

"A candidate for president must pay a contribution of 1 million som from his election fund. And this money is not returned to him, even if he withdraws from the election or takes part and loses, and even if he wins: the money goes to the country's budget," Shainazarov said, as 24.kg quoted him.

The signature threshold stays at 30,000, "as before", but a citizen may now sign for a candidate electronically through Tunduk, the state services portal. Parliament takes up the date at its sitting on 24 September, moved from 17 September; under the law, 24.kg reports, the election counts as called for 27 January 2027 even without a vote.

Friday's rules arrive a day after the Bishkek City Court closed the appeal in the case built on a letter that asked for an early election. On Thursday the court moved the "letter 75" case from article 326 of the Criminal Code, violent seizure of power, to article 195, obstruction of the exercise of electoral rights, and gave all 8 defendants 4 years with 2 years of probation supervision; the prosecution had asked for 9 years each. Under the new article no confiscation of property applies, Kloop and 24.kg reported; Economist.kg read the ruling differently.

An appeal is coming. "The court did not have the right to requalify the charge, which makes the decision unfounded and unlawful," Ikramidin Aitkulov, the lawyer of Kamchybek Tashiev, the former head of the State Committee for National Security, said on Thursday evening; 24.kg reported that the appeal goes to the Supreme Court. Published on 9 February, the letter demanded early presidential elections and the early end of the head of state's powers; the detentions in the case, the former speaker Nurlanbek Turgunbek uulu and Kurmankul Zulushev among the 8 accused, began on 11 February.

Article 326 carries 10 to 15 years in prison with confiscation. Article 195 carries public works, correctional labour or a fine in its first two parts and, in its third, for a group, a prior conspiracy or the use of an official position, correctional labour, a fine or up to 5 years in prison. No report names the part the court applied.

Agitation opens on 22 or 23 December, Shainazarov said, 5 weeks before the Wednesday vote.
