Tajikistan's government approved a domestic tourism programme for 2027-2031 at Tuesday's session chaired by Emomali Rahmon, and sent two draft laws to parliament. One of them is titled "On Migration".

The session moved through a planning stack. The tourism programme, presented by Jamshed Jumakhonzoda of the tourism development committee, is built on the state's own count of 2.4 million foreign visitors in 2025, and its stated aim is unglamorous: conditions for quality tourism and higher living standards along the way. A parallel programme covers children's music and art schools for the same years, down to buildings and equipment, and the 2027-2028 phase of the food security plan was approved alongside. Every horizon in the stack reads 2031 or sooner.

Both bills, "On Agrarian Policy" and "On Migration", appear in the state readout by title and nothing else. Neither text has been published.

The second title is the one to watch, and we will read the bill when there is a bill to read. Migration is the largest single fact of the Tajik economy, and a framework law would be the state's own text on it. Scope, numbers, direction: the bill will show its hand when parliament prints it.

Preparations for 35 years of independence were ordered at the same table, and the commissioning season is already running: a day later Rahmon opened a manufacturing plant in Levakant in person and 19 facilities across Yavan and Khuroson by video, from a social insurance office to state-symbol squares in Yavan. The programme decade starts in 2027. The ribbon decade never stopped.
