The ceremony produced the treaty, the council's decision and 9 further documents: agreements on pensions, culture and tourism, a program to lift trade to $1 billion by 2030, an action plan on investment and trade, foreign-ministry and justice-ministry cooperation programs for 2027 and 2028, a customs cynology memorandum, and sister-city protocols pairing Urgench with Khankendi and Nakhchivan, and Bukhara with Lachin.
Numbers stayed on the leaders' terms. Mirziyoyev said trade has tripled over 5 years and called $1 billion "our immediate target"; he put the portfolio of joint projects above $5 billion. The bilateral investment fund holds $500 million in capital, with about $160 million of it allocated, by the Baku-published account of the session. The fund's $500 million and the $5 billion portfolio measure different things, and they do not sum.

Aliyev supplied the procedural line, thanking Mirziyoyev for ensuring Azerbaijan's "full participation" in the consultative format and calling the decision symbolic. The format's next host names Azerbaijan in the meeting's title: Turkmenistan's government site lists the 8 October gathering in Avaza as the Consultative Meeting of the Heads of State of Central Asia and the Republic of Azerbaijan.
Rail carried the harder promises. Aliyev said the corridor's main section on Azerbaijani territory will be finished next year, put the Nakhchivan line at about 200 kilometres, and measured the missing piece at "only 42 kilometres" on Armenian territory. That piece answers to a different calendar: the TRIPP framework that would open it reaches Armenia's parliament only after the Constitutional Court's examination on 15 September.
A membership decision, a treaty with eternity in the title and corridor money all point the same way. The Caspian is being written out of the region's map as a boundary. The load-bearing kilometres sit on a court calendar in Yerevan, beyond the reach of either signatory. Mirziyoyev added a lighter joint venture with a nearer date: the 2 countries co-host the FIFA under-20 World Cup next year.
